Background
Apple, Inc., in partnership with SETDA (the State Educational Technology Directors Association), has started an iTunes U pilot project for K-12. Currently 14 states, including New Jersey, have been invited to participate. The New Jersey State Department of Education (NJDOE) will serve as a facilitator in approving New Jersey K-12 Content Providers for iTunes U. NJDOE will identify and direct to Apple a minimum of five (5) Content Providers. Apple will then create a New Jersey iTunes U "Room" that will include the various content providers from New Jersey. Within the Room will be links to the iTunes U site of each approved individual NJ Content Provider.
Each individual Content Provider will be allotted 500 Gig of free online storage space within Appleās iTunesU. In order to be considered for inclusion into the iTunes U for K-12 pilot, a Content Provider must commit to posting a minimum of 100 podcasts (assets) into iTunes U by June 2008. Assets include video, audio, slide show or text podcast items. Content Providers may host their own content, if they do not want to take advantage of the free storage space.

1)Content Providers will post materials for the PK-12 audience, such as content for student/teacher use in instructional activities, content for professional development activities for staff, or other PK-12 resources, such as planning guides for curriculum integration, policy dissemination, or other pertinent items. 2)Instructional content must be aligned to the New Jersey Core Curriculum Content Standards (NJ CCCS). 3)Instructional video/audio/multimedia resources intended to be used in the classroom by teachers for student instruction must include support documentation in order to facilitate inquirybased learning. Teacher guides are encouraged. At a minimum a list of questions intended for students that will help teachers facilitate inquiry based learning activities is required. 4)Student work is permissible content, as long as the content is aligned to NJ CCCS, is accompanied by a list of questions designed to promote inquiry based learning, and is not overly repetitive (i.e. many podcasts of students reading the same poem, or daily weather podcasts cannot be posted throughout the year without deleting the outdated podcasts). 5)All posted content must be free, and make use of and follow fair use copyright guidelines. Non-profit productions may identify underwriters. 7)All materials provided in consortium with non-profit organizations must be properly cited. 8)STEM (Science, Technology, Engineering and Mathematics) area and 21st Century Partnership skills content matter is encouraged. 9)Content Providers will be required to adopt a to-be-determined minimum standard metadata scheme, including alignment to NJ CCCS as appropriate, in order to make all New Jersey iTunes U content searchable in a consistent fashion. 10)Each Content Provider will provide a feedback link for users and NJDOE and share with the Content Providers all feedback in order to make sure that content is appropriate and effective (standard link interface to be designed). 11)Each content provider will be responsible for their materials as well as an appropriate assessment program. 12)Content Providers with fewer than the required individual assets are allowed to form a consortium or consortia to reach the minimum requirement. 13)Each Content Provider recommended by NJDOE to Apple will execute a Service Agreement with Apple. Each Content Provider will be solely responsible for their respective content. The New Jersey State Department of Education (NJDOE) will not be a party to the Service Agreements between Apple and the respective Content Providers. NJDOE will not be responsible for any content and/or legal issues arising from the execution of such contracts. 14)Content Providers are required to abide by NJDOE iTunes U Policies and will provide NJDOE with a Board-approved copy of the Policy Agreement. 15)Content Providers are encouraged to expand and refresh their assets; content providers should be posting weekly in order to accrue a minimum of forty unique new assets a year to iTunes U.
